The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. It was amended on 1st August
This snappily titled piece of legislation enables local (parish and town) councils to hold remote meetings (including by video and telephone conferencing) for a specified period until May next year. They also remove the requirement to hold an annual meeting. The 2020 Regulations apply to local council meetings, committee, subcommittee meetings and to parish meeting meetings in England.
The main provisions of the legislation allow meetings of the parish council to continue remotely in a virtual setting. Much of the other legislation surrounding meetings remains unchanged – the agenda must be sent to members 3 clear days in advance of the meeting, public notice of the meeting must be in place 3 clear days before the meeting.
